CPS Sale of Surplus Buildings
Cincinnati Public Schools is exploring the possibility of selling buildings it no longer needs, offering buyers historic facilities with a multitude of architectural amenities and potential reuses that would benefit communities.
The buildings being offered for sale no longer meet students' needs, are inefficient to operate and are too costly to renovate to bring them up to state standards, according to studies conducted when the district created its Facilities Master Plan in 2002.
Some of these buildings have been landmarks in city neighborhoods for more than a century and feature architectural styles including Italianate, Romanesque Revival, Jacobethan and Neo-Classical Revival.
Under provisions in the recent Ohio budget bill, CPS and all other Ohio school districts may offer surplus school buildings to a wider group of buyers for a limited period of time. Currently, the legislation expires December 31, 2005. After December, Ohio Revised Code for surplus schools is reinstated, requiring districts to offer surplus buildings first to charter schools. The change in legislation gives districts a better opportunity to sell the buildings, which can improve neighborhood economic development by putting more property back into use and decreasing the number of vacant buildings.
Proceeds from the sale would benefit the facilities plan, which will rebuild and fully modernize the district's aging school buildings. CPS is in year three of the10-year, $985-million plan aimed at providing modern school buildings for all CPS students. Proceeds could be used for such things as covering construction costs that are not co-funded by the state and cushioning against cost inflation caused by uncontrollable circumstances, such as a rise in the cost of steel and building materials.
